Quebec Immigration rules and procedures 

The rules governing the intake and processing of applications for a certificat de sélection du Québec pertain to applications submitted by economic immigration candidates.

The rules regarding the maximum number of applications that are received by the Ministère do not in any way reflect a change in Québec’s immigration objectives. By limiting the number of applications received, the Ministère is able to process a greater number of pending applications and reduce processing times.

* If you have advanced intermediate knowledge of French demonstrated by a standardized test recognized by the Ministère, your application is not subject to these rules and you can submit your application at any time until March 31, 2017.

** A maximum of 1330 applications from foreign nationals from the People’s Republic of China, including the administrative regions of Hong Kong and Macao, will be accepted.

*** You can submit your application at any time if you are in one or the other of the situations specified in the Permanent workers section.

Permanent workers

The use of the Mon projet Québec secure space is now mandatory for anyone submitting an application for a certificat de sélection du Québec (Québec selection certificate) under the Regular Skilled Worker Program.

Maximum number of applications

The intake of applications presented under the Regular Skilled Worker Program is postponed until the end of spring 2016.

Accordingly, applicants who have already created their Mon projet Québec account may submit their application between June 13 and 20, 2016. The maximum number of applications to be received during this period will be raised to 5,000.

When this number is reached, applicants who do not have an account may create one with a view to the next intake period. During this second period, the dates of which will be established later, the Ministère will also receive 5,000 applications.

Priority processing

The following applications will receive priority processing:

  • applications submitted under the Programme de l’expérience québéboise (PEQ – Québec experience program);

  • applications that include a valid employment offer;

  • applications from candidates who earned points under the factor Area of training.

  • Attention: not everyone is authorized to practice Quebec Immigration Law, the requirements to practice Quebec Immigration Law is demanding, and requirements need to be met by the Immigration Consultant who wishes to practice Quebec Immigration Law.

A Regulated Immigration Consultant who is a member in good standing with the Immigration Consultants of Canada Regulatory Council (ICCRC) also needs to be registered with the Registre Quebecois des Consultants en Immigration.

Being a Regulated Immigration Consultant and a member in good standing of ICCRC does not give you the legal right to practice Quebec Immigration.

     Mon projet Québec

Your access to immigration services online

The use of the Mon projet Québec secure space is now mandatory for anyone submitting an application for a certificat de sélection du Québec (Québec selection certificate) under the Regular Skilled Worker Program.

Due to technical maintenance, Mon projet Québec will be out of service on March 30, 2016, from 8:00 a.m. to 1:00 p.m. (Montréal time).

Dates to complete and submit an application:

  • Applicants who have already created their Mon projet Québec account may submit their application between June 13 and 20, 2016. The maximum number of applications to be received during this period will be raised to 5,000.

  • When this number is reached, applicants who do not have an account may create one with a view to the next intake period. During this second period, the dates of which will be established later, the Ministère will also receive 5,000 applications.

  • Applicants who have a job offer validated by the Ministère or who are temporary residents in Québec and authorized to present an application for a Certificat de sélection du Québec may do so at any time. Mon projet Québec will be available for these applicants starting on February 29, 2016, at 1 p.m. (Montréal time). Those who already have an account may submit their application online, while those without an account are asked to call 514-864-9191. A customer service agent will tell them what steps to take.

Selection factors

Selection is made on the basis of a point grid for various factors. Points will be awarded for each of these selection factors. The assessment of your application will help to determine if you obtain a sufficient number of points to be selected by Québec.

Does your professional profile (as well as your spouse’s, if applicable) allow you to easily adapt to the requirements and rapid development of the Québec labour market?

Check to see if you are eligible for the Regular Skilled Worker Program. The following employability factors will be taken into account:

• your schooling (your level of education and area of training)
• your work experience
• your age
• your knowledge of French and English
• your stays in Québec and family relationship with a Canadian citizen or a permanent Québec resident
• having a valid employment offer (this applies only if you have received a job offer that meets certain conditions from a Québec employer.) See the section Recrutement international – Embaucher un travailleur étranger permanent
• characteristics regarding your accompanying spouse or common-law spouse, if applicable
• other factors that will be taken into account: the number of children under the age of 19 who will be accompanying you to Québec
• your capacity for financial self-sufficiency (you must sign a contract confirming your commitment to provide for your needs and your family’s needs for at least the first three months following your arrival in Québec).
