The Quebec Investor Program re-opens May 29, 2017 to February 23, 2018
Maximum number of applications
The maximum number of applications for a Certificat de sélection du Québec received under the Investor Program is 1900 for the period May 29, 2017 to February 23, 2018. Any application received after the attainment of this maximum will be returned to the applicant.
Investor applicants who demonstrate, by means of a test recognized by the Ministère, that they have an advanced intermediate knowledge of French, are not subject to this maximum number of applications and can submit their application at any time. These applications will receive priority processing.
Applications must be sent by mail or courier, to the Direction de l’enregistrement et de l’évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person will not be accepted.
Following the entry into effect of the Regulation respecting quotas of brokers and trust companies (PDF, 42 Kb) on July 15, 2015, financial intermediaries must have been allocated a number of agreements (quota) in order to sign an investment agreement with a foreign national who is submitting an application for a selection certificate.
To be eligible for this program, you must:
Have, alone or with his accompanying spouse, including de facto spouse, net assets of at least $1,600,000 CAN obtained legally, excluding the amounts received by donation less than six months before the date on which the application was filed;
Have experience in management in a legal farming, commercial or industrial business, or in a legal professional business where the staff, excluding the investor, occupies at least the equivalent of two full-time jobs, or for an international agency or a government or one of its departments or agencies.
We define management experience as the exercise, for at least two years in the five years preceding the application for a selection certificate, of duties related to the planning, management and control of financial resources and of human or material resources under your authority; the experience does not include experience acquired in the context of an apprenticeship, training or specialization process attested to by a diploma.
Intend to settle in Québec and sign an agreement to invest $800,000 CAN with a financial intermediary (broker or trust company) authorized to participate in the Investor Program.
The assessment of your application will also take into account other factors such as your age, the nature and duration of your professional training and your language skills.
The Quebec Government fees to apply under the Investor Program is $15,000 all dependents included (spouse and children). This is excluding Federal Government Fees, ones a Quebec Selection Certificate has been issued, Federal will be checking for Background checks and Medical, Federal government fees are not included in the $15,000.
